make max_turns and retries configurable; retry 429/5xx and network errors 3470cf0e68

max_turns (default 24) and retries (default 2) can be set in
~/.kronk.conf or via AGENT_MAX_TURNS / AGENT_RETRIES. Failed requests
are retried with backoff 2, 4, 8 ... 60s; other errors still end the
task at once.

let run_command prompt on /dev/tty: give the terminal shell modes while it runs 21406f1f69

ssh/ftp/sudo password prompts read /dev/tty, which was left in curses
cbreak mode (no ICRNL), so Enter never ended the line.

add reasoning effort: default_effort setting, /effort to change it live cbc5084830

Sent as output_config.effort; unset sends nothing so the model (or a
local server) uses its own default.  The status bar shows the level.
